- In a large skillet over medium heat, brown the ground beef or Italian sausage for about 5-7 minutes.
- Drain excess fat and add in the chopped onion and minced garlic. Sauté for 2-3 minutes until the onion is translucent.
- Transfer the meat mixture to the crockpot. Add chopped bell pepper, pizza sauce, and diced tomatoes. Stir to combine.
- Pour the uncooked rotini pasta into the crockpot and add 1 cup of water or beef broth. Stir thoroughly.
- Cover and cook on LOW for 4-5 hours or on HIGH for 2-3 hours. Stir halfway through if possible.
- About 15 minutes before serving, sprinkle mozzarella cheese on top and layer with sliced pepperoni.
- Cover and cook for an additional 10-15 minutes until cheese is melty and bubbly.
- Taste and adjust seasoning with salt and pepper. Serve hot and garnish with fresh basil.
